$3 million solar and battery microgrid study to support remote NSW communities

NSW has commissioned a $3 million scoping study into solar and battery microgrids for four remote Far West communities: White Cliffs, Tibooburra, Milparinka and Packsaddle. The work follows a severe October 2024 storm that collapsed transmission towers and caused extended outages, prompting a parliamentary inquiry. Essential Energy will assess whether local solar generation and battery storage can replace or supplement the region's existing diesel-backed systems, which are vulnerable to extreme weather and long supply lines.
Where this fits
This project sits at the intersection of reliability and materials cost. Remote communities with long transmission runs and exposure to weather shocks are genuine candidates for distributed generation. But the study does not yet exist. The study costs $3 million to determine feasibility. If battery storage proves necessary to firm the solar output through outages, the project will depend on lithium-ion battery systems sourced and manufactured in supply chains dominated by China. The resilience gain in one community could embed dependence on another kind of supply chain altogether.
What it means
Microgrids work best where diesel or other dispatchable generation already exists and can be hybridised gradually. Four small, isolated communities do not justify economies of scale in battery manufacture or deployment. If the study recommends storage as essential, costs per kilowatt-hour will be high. The honest question is whether a modest microgrid buys real resilience against extreme weather or simply trades visible diesel generators for invisible battery supply risk. The study should measure that trade, not assume the outcome.
