This is the whole-system cost problem in one state: cheap per-megawatt-hour solar and wind hide the cost of firming (gas plants running part-time to cover calm, cloudy days), transmission overbuild to connect distributed resources, battery storage that remains too expensive and too small to bridge seasonal gaps, and the grid operator's need to manage a system without firm baseload.
