VicGrid has withdrawn its proposal for a Central Northern Renewable Energy Zone in regional Victoria. The decision follows what the company described as consultation with landholders and communities in the zone. No alternative location or timeline for development in the region has been announced.

Where this fits

This is a live test of the cost and land-use pressures facing the renewable build-out. Victoria has committed to very high renewable penetration. Large-scale renewable zones require sustained local consent, grid connection investment, and access to land at scale. When a planned zone is scrapped mid-planning, it signals either that the economics have shifted, land acquisition proved harder than modelled, or the carrying cost of extended consultation exceeded expected returns. Any of these points to underestimated whole-system friction in the transition pathway.

What it means

Australia's renewable capacity targets assume deployment rates that depend on shovel-ready sites and willing landholders. Delays in zone development do not halt the transition, but they compress timelines for future sites and can push investment toward zones with lower local friction, often in smaller, more remote regions where grid connection costs are higher and firming costs (battery or hydrogen) climb steeply. The Central Northern withdrawal is one data point. Repeated delays across multiple zones would force either slower decarbonisation than planned, higher financing costs as projects wait longer for certainty, or acceptance of higher per-megawatt infrastructure spend. None improves the cost argument for the transition.
