What it means

Extending solar to renters will lift deployment numbers and spread the capital cost across a wider customer base, which is good for solar's economics. It does nothing to solve the firm power problem. Australia is building a grid that depends on weather, requires gas backup, and sources its supply chain (panels, batteries, inverters, silicon) from a strategic rival. Rental solar is a policy win for deployment speed. It is not a policy answer to the question of how Australia keeps the lights on when the wind does not blow, without burning gas or depending on China's goodwill.
