Recognition of WA gas reservation must be matched by investment certainty - CMEWA

The Chamber of Minerals and Energy Western Australia has called for investment certainty around Western Australia's domestic gas reservation policy. The group states that recognition of the reservation alone is insufficient without clear, durable commitments that encourage operators to develop supply for the domestic market.

Where this fits

This reflects a core tension in Australia's energy transition: a renewables-led grid still depends on gas for firming, yet gas investment is discouraged by policy uncertainty and the push to electrify everything. WA's reservation recognises that firm, dispatchable power underpins reliability. But without investor confidence, reservation rules alone cannot guarantee the supply actually exists when demand peaks or when wind and solar output fails. The sovereignty and reliability case for firming capacity crumbles if the fuel to run it is scarce or uneconomic to develop.

What it means

Australia is building a grid that will lean heavily on gas for the next 20 years. That gas must come from somewhere, and domestic supply with a known reserve is more secure than imports. Yet policy sends mixed signals: gas is essential to the transition, but also something to phase out. Investors respond by deferring development or exiting the basin. The result is not a faster clean transition but a slower one, with higher firming costs and greater dependence on either imported liquefied gas or on peaking plants running harder, less efficiently. A domestic gas reservation only matters if it can be developed. Without investment certainty, the reservation becomes a policy flag without the physical infrastructure to back it.
