Concreting milestones at Chinese Hualong One units

China has completed the inner containment dome concrete pour at Zhangzhou unit 3 (Hualong One design) and finished concrete work at Zhaoyuan units 1 and 2. Zhangzhou unit 1 entered operation in January 2025, unit 2 in January 2026. Unit 3 construction began February 2024, with unit 4 starting September 2024. A fully built six-unit Zhangzhou plant would generate over 60 billion kilowatt-hours annually, meeting 75% of electricity demand across Xiamen and Zhangzhou cities.
Where this fits
China is building firm, low-carbon generation at scale while Australia has banned nuclear. The Hualong One is a proven design moving through commercial operation: unit 1 took two years to reach grid connection after construction began. Zhangzhou demonstrates the pace, sequencing and capital discipline a major power-generation program requires. The plant represents energy sovereignty, domestic fuel, design, build and operation, with no dependence on weather, imports of critical materials, or China's battery and panel supply chains. Australia's renewables-only path forgoes this alternative entirely through law, not through cost or technical evidence.
What it means
Australia is betting its grid on weather-dependent generation firmed by gas, locked into China's supply chain for panels, batteries and inverters, while China locks in firm power and energy autonomy. The concreting milestone is unremarkable engineering; the contrast with Australian policy is not. As China secures its electricity future against commodity shocks and strategic coercion, Australia remains exposed on both counts, dependent on imported renewables hardware and on gas to cover the gaps. The political ban on nuclear forecloses the one firm, low-emission alternative that would reduce that exposure.
