Victoria unveils data centre strategy with renewables requirements - ABC News & Headlines – Australian Broadcasting Corporation

Victoria has released a data centre strategy requiring new facilities to source electricity from renewable energy. The policy is intended to attract major data centre operators while supporting renewable deployment.

Where this fits

Data centres are a test case for the renewables-only path. They are large, continuous loads that cannot tolerate blackouts; they run 24/7 and draw steady baseload power. Requiring them to run on renewables without specifying firm backup forces a choice: either data centre operators build or contract their own battery and gas capacity to firm intermittent supply, pushing whole-system costs up and onto private balance sheets, or they accept that their power comes from the grid, which still relies on fossil fuels to meet demand when the sun is not shining and the wind is not blowing. Either way, the requirement does not eliminate the need for firm power. It exports the firming cost elsewhere or obscures it by treating the grid as a source of on-demand clean power when it is not.

What it means

A renewables mandate for data centres signals that Victoria will continue building a grid architecture that requires weather-dependent sources to be firmed, at cost, using gas, and with supply chains controlled by China for solar panels, batteries and inverters. A data centre operator needs certainty. If Victoria wants to compete for investment, it will need to either guarantee firm power supply or allow data centres to contract it themselves. The policy papers over that reality by calling renewable-sourced electricity clean without accounting for the gas that burns when the sun sets.
