Time running out on trial to protect vulnerable electricity consumers from from El Niño heatwave

A proposal to stop electricity disconnection for prepaid-meter customers during extreme heat, when temperatures exceed 40°C, or 35°C in high-humidity zones, has stalled despite being submitted to the federal government in November. Original Power estimates the cost of compensating retailers at $1.5 million. The trial was intended to launch before the forecast strongest El Niño cycle on record, but statements from Northern Territory and Western Australian retailers suggest it may not proceed this summer.

This is a reliability and affordability story masking a firming problem. Australia's grid is now weather-dependent: peak demand spikes during extreme heat, but renewable output (solar) collapses at dusk when air-conditioning load peaks. The grid then relies on gas plants to fill the gap. That gas firming is expensive, inefficient, and now unreliable under stress. Vulnerable households on prepaid meters face disconnection not because electricity is scarce, but because the system has been designed to shed load when it cannot firm supply fast enough. A permanent solution would be firm, dispatchable power, nuclear is barred by law; gas is the interim answer, and it is failing the poorest households.

Australia is entering a summer of record heat with a grid that cannot reliably serve its most vulnerable citizens. A $1.5 million trial to prevent disconnection during peak demand should be trivial to implement; that it has stalled suggests either deeper fragmentation in grid governance or unwillingness to acknowledge that weather-dependent generation creates predictable crises in predictable conditions. Either way, the grid is less resilient than it was, and preparedness has not kept pace with the renewable build.
