Registration exemption and classification guide gets a review

AEMO has begun a targeted consultation on changes to its Guide to Registration Exemptions and Production Unit Classifications, focusing on exemption thresholds and criteria for small embedded generators and pre-commissioning test operations. The consultation opened September 15, 2026, with written feedback due by October 13 and an effective date for the revised guide set for May 1, 2027.
Where this fits
This procedural update sits squarely on the reliability and cost front. Exemption rules determine which small generators, rooftop solar, battery systems, microgrids, can operate without full NEM registration. Looser thresholds lower barriers to deployment and speed the renewable rollout, but they also distribute decision-making power away from the grid operator's view. The more embedded capacity sits outside formal oversight, the harder it becomes for AEMO to forecast, schedule and firm the system when weather turns unfavourable.
What it means
The real trade is between rapid decentralised deployment and centralised grid visibility. Faster exemption pathways sound cheaper, but they embed a hidden cost: AEMO must buy more gas firming, overbuild transmission to move solar and wind from remote sites, and manage greater volatility in real time. A high-renewables grid leaning on exempted embedded resources is a high-operational-cost grid. The consultation does not ask whether Australia's energy security is served by building a system that depends on China for 90 percent of solar panels and batteries while losing visibility into how much generation is online at any moment.

The bigger picture
Energy security is national security. This connects to the wider case at Unprepared: Australia's dependence on a strategic rival, and how ready it is for the world that is coming.
