Domestic Gas Reservation Bill: have your say - Department of Industry Science and Resources

The Department of Industry, Science and Resources has opened public consultation on a Domestic Gas Reservation Bill. The proposal would require liquified natural gas exporters to reserve a portion of gas for the domestic market. The department is seeking submissions on the design of the scheme, including the reservation percentage, which sectors would be covered, and how it would be administered.

Where this fits

Australia's electricity transition depends on gas as the marginal firming source for a renewables-heavy grid. Gas plants run when the sun sets and wind drops; they are the difference between a functioning system and blackouts. A reservation policy that constrains gas supply or raises its domestic price weakens the affordability and reliability of that firming layer. It is also a sovereignty issue: Australia exports its lowest-cost abatement tool while the grid becomes more dependent on the weather, and on China's panels and batteries to fill the gaps.

What it means

A tighter domestic gas market could raise electricity costs during peak demand when gas is dispatching hardest. It also signals that Australia intends to firm a renewables grid using a constrained fossil fuel, rather than dispatchable low-carbon generation. The honest question is not whether gas should be reserved, but why Australia is building a system that requires more of it. A firm baseload source, such as nuclear, would reduce both the need for gas firming and the pressure to ration supply.
