Alcoa's critical minerals investment at a Western Australian refinery advances Pillar 1 (Resource Sovereignty) and Pillar 3 (Industrial Base) by moving Australia up the value chain in strategic minerals processing, reducing reliance on Chinese downstream refineries and import exposure.
