Australia’s uranium policy undercuts its energy diplomacy - The Strategist | ASPI's analysis and commentary site

ASPI's analysis argues that Australia's prohibition on domestic uranium enrichment and reprocessing limits its leverage in energy diplomacy and weakens its position as a uranium supplier in an era of growing nuclear demand.
Where this fits
Australia holds roughly one-third of global uranium reserves but is locked out of the downstream supply chain by law. This is a sovereignty and strategic positioning problem that compounds the renewable transition's dependency profile. While solar panels and batteries are manufactured and processed almost entirely in China, uranium enrichment, the actual fuel-production chokepoint for nuclear power, remains in the hands of Russia, France and Kazakhstan. By retaining ore but surrendering enrichment, Australia forgoes both the economic value and the diplomatic leverage that comes with fuel security. It is the inverse of the renewable story: not a materials dependence on China, but a deliberate abdication of control over a fuel that the world will need more of as coal retires.
What it means
Australia cannot credibly offer energy security partnerships to allies without the ability to supply finished fuel. As nuclear demand rises globally and geopolitical competition for fuel-cycle control intensifies, this gap will widen. The cost of the renewable transition, transmission buildout, battery storage, gas firming, is being paid in dollars and grid reliability. The cost of the uranium prohibition is being paid in strategic agency: Australia produces the ore but cannot guarantee the fuel, leaving allies dependent on enrichment from adversaries or geopolitical competitors. Neither coal nor renewables alone solve this. Only a domestic fuel cycle, nuclear or otherwise, restores energy sovereignty.
