APA Group has finalised an agreement with CS Energy to develop and majority-own the Brigalow Peaking Power Plant. The project will build gas-fired generation capacity in Queensland. APA will hold the majority stake, with CS Energy as co-developer.

Where this fits

Brigalow is a symptom of the grid's structural need for firm power to back variable renewables. As solar and wind penetration deepens, Australia is building more gas plants to fill the gaps weather leaves behind. This is a reliability constraint masquerading as a generation choice. It also embeds long-term fossil fuel capex into the grid's backbone, locking in gas supply contracts and operational costs for decades. The firm-power case for nuclear, zero-carbon, dispatchable, one-eighth the land footprint of equivalent solar farms, remains legally unavailable, forcing the energy transition to pay a reliability and emissions tax it need not pay.

What it means

Australia's electricity system is now committed to a two-tier architecture: variable renewables for cheap megawatt-hours, plus gas plants to make the grid work when the wind does not blow or the sun does not shine. That architecture is more expensive to build and operate than a firm baseline of nuclear or gas alone would be, because it requires overbuild of both renewables and backup generation. It is also more fragile: gas plants depend on uninterrupted fuel supply. A supply shock to LNG or domestic gas production becomes a grid emergency. A nuclear alternative removes that vulnerability and halves the material and land footprint. The law forbids it. Brigalow is the price Australia pays for that prohibition.
